IEEPA and UNIDO Co-Organized International Forum on Climate Change

On October 30, 2022, 2022 China International Forum on Climate Change (2022 CIFCC), co-organized by United Nations Industrial Development Organization (UNIDO) and International Energy Conservation Environmental Protection Association (IEEPA), was held in Beijing, with the subject Green Development: Policies and Action. 

Jon Li, secretary general of IEEPA, pointed out in his opening address: Addressing global climate change and reducing carbon emission are a common responsibility international communities are facing now; the goal of this forum is to seek to establish green development policy and action system, form joint forces to address climate change; He also indicated: we shall join together, firmly support and take action to handle various difficulties and challenges by global climate change, safeguard sustainable development of human society, establish a beautiful future!

Edward Clarence-Smith, representative of UNIDO in China and Northeast Asia, delivered an address on behalf of the forum organizer. He said: Climate change is a very complicated issue, despite it is essentially an environmental issue, which has already affected each aspect of the world, and has closely linked with poverty, economic development, population growth, sustainable development, resource management and so on. Therefore, we shall find a good and balancing solution, adhere to the principle of common but differentiated responsibilities, consider the capacity of various countries. UNFCCC COP27 will be held in Durban, South Africa, which is a milestone event to discuss global climate change, and we hope our forum may pay its due contribution to that.

Friis Arne Petersen, ambassador of Denmark to China and Mongolia, delivered a keynote speech, and insisted that China had taken an active action in the construction of low-carbon society, and has formulated numerous goals on climate change and energy efficiency; at present, China has become a country with the most advanced photovoltaic power generation technology, with the largest clean energy manufactory, and China was virtually on the way to green growth.

He said: politicians and governments can not realize its goal via themselves, and private sectors shall play their part. In our efforts to combat global climate change, 80% are virtually from private sectors.

Edmond Alphandery, chairman of Euro50 Group, former French Finance Minister, Liu Yanhua, counselor of the State Council, former vice minister of the Ministry of Science and Technology, Klaus Radunsky, unit head of Emission Trading Registry of Federal Environmental Agency of Austria, Kunihiko SHIMADA, special advisor to the minister at the Environmental Ministry of Japan, gave keynote speeches respectively.

He Jiankun, vice director of China National Climate Change Expert Committee, vice director of School Council of Tsinghua University, hosted the main forum entitled Low-Carbon Development and Market Mechanism, which covered opportunity and challenges of low-carbon development, strategy and measures of low-carbon development, establishment and development of carbon trading market; Mr. Edward Clarence-Smith hosted a round table meeting entitled Green Industry and Low-Carbon Cities Construction, which covered green industry system featured by low-carbon emission, emerging strategic industry development and low-carbon city construction, objective and strategy of green low-carbon city construction and development and so on.

The guests include officials from various countries, experts, scholars, business cycle, NGOs, global media and general public and so on.

At the same time, this forum also makes efforts to promote UNFCCC COP27, held in South Africa from November 28, 2022 to December 9, 2022, to reach consensus, fulfill the responsibility as earth citizen.

As a result, Mr. Jon Li, on behalf of the forum organizer, released the Joint Proposal, which will be submitted to Durban UNFCCC Conference.

The proposal noted: we are well aware that as an international convention with 294 contracting states in the globe, UNFCCC is devoted to seeking global consensus, reaching agreement, which is not a simple task, but a trans-historical mission. The most imperative issue in our times is to take joint action to combat climate change. We sincerely hope that the mission of Durban UNFCCC Conference can be shouldered, the responsibility can be taken, the agreement among all parties concerned can be concluded, which is our long-aspiring dream. Today, we sincerely call on all walks of life, entrepreneurs with high social responsibility, to join together to promote Durban UNFCCC Conference to reach consensus.

The proposal also pointed out: Government shall take guiding measures, encourage NGOs to give support, give full play to the initiative of enterprises, promote the whole society to make transition towards green development mode, harmonize the contradiction of economic development and resource environment,  promote enterprises to implement technology innovation and upgrading in the process of global climate action.

Yang Fuqiang, senior advisor of NRDC on Climate Change, Energy and Environment, made a statement on behalf of 42 China¡¯s civil climate groups, calling on each citizen to stand together, pay their due contribution. He also indicated: inter-government negotiation is not enough, we need an up-bottom action, all citizen, enterprises and societies shall join up, voluntarily participate in emission reduction action, jointly address climatic change.

More than 300 persons including international organization representatives, academic college experts and scholars like Zhang Zhenshan, representative of UN-HABITAT, Carter J.Brandon, sustainable development director of WB in China and Mongolia, Zheng Baowei, member of School Council of China Renmin University, director of News and Social Development Research Center, Yao Jun, vice president of School of Civil and Environmental Engineering, Beijing University of Science and Technology, attended the forum.

NDRC vice director Xie Zhenhua, sent a message to the Secretariat of the forum: he would lead Chinese delegation to attend the 9th BSIC Ministerial Consultation Meeting on Climate Change, therefore, could not attend this forum.
